Secret. Executive Council. Do you intend that

Chinese member should be chosen only from members

of Legislative Council?

The force of the arguments contained in your telegram of the 24th June is fully appreciated and in view of your assurances I shall be prepared to advise His Majesty to approve the appointments of Lang and Chow though I still fear that serious riske may be involved by the appointment of

Chinese in the future.

There remains the question whether it would be better to defer the appointment of Chow pending the result of the Canton negotiations, if they materialise, or to make the appointment without

further delay. The decision on this question I

must leave to your judgment of the situation.
